I am 6’3″ with 32″ inseam and I fit OK on the Rebel 500. I have the stock handlebars. These changes will help:
adds 1 inch height but moves you forward 3/4 inch or 19mm – Mustang seat
adds 1 3/8 inches height and moves you back 3/4 inch or 19 mm – Zeed Parts dual seat (made by NOI). I added 1/2 inch of foam. With this seat, you can move forward and back a little on the seat – 3 different positions.
adds 1/4 to 3/8 inches – remove footpeg rubber inserts

34″ inseam 6′ 3″ – 1100 – fits OK
34″ inseam 6′ 3″ – 1100 – fits OK with stock seat re-upholstered
32″ inseam 6′ 2″ – 500 – fits OK
31″ inseam 6′ – 1100 – needed airhawk seat to reduce hip discomfort
30″ inseam 5′ 8″ – 1100 – Forward seat is a good choice (it moves you forward one inch or 25mm)
27″ inseam – 500 – fits OK
27″ or more – 500 – you can flat foot
27″ inseam 5′ – 1100 – Forward seat – can’t quite flat foot but still is manageable
25″ inseam – 500 – needs boots with nice heel
